China proposes export curbs on 40 tech including 23 AI technologies; 2-trillion-parameter models targeted (Oct 16)
What happened
On Friday, Oct 16, China's Ministry of Commerce and Ministry of Science and Technology jointly published a draft document proposing to ban or restrict exports of 40 technologies spanning artificial intelligence, semiconductors, solar power and biomedicine, citing national security. Twenty-three of the 40 are AI technologies, covering advanced large models, AI agents, computing clusters, and chip-design technologies for AI processors and memory chips. Exports of core technologies of AI large models trained on sensitive national data would be prohibited, along with AI agents designed for use in national defense and critical information infrastructure. Models with at least 2 trillion parameters or 'world-leading capabilities' could face restrictions; covered exports could include technology for models such as Kimi K3 and Alibaba's Qwen3.8-Max, per Cybernews. Twelve solar-related technologies (polysilicon production, silicon wafers, solar cells) and five biomedical technologies (cell and gene therapy) are also covered, while autonomous malicious-code generation/mutation tech could be banned. The draft names no specific models. Critically, access through APIs, websites, apps and SaaS is explicitly not considered an export, and open-source or public-domain research is exempt, so foreign use of Chinese AI services such as DeepSeek would continue. The proposal is open for public comment until Nov 15, 2026; before it takes effect, exporters must register transfers under temporary measures.

- Semiconductor equipment/materials with China exposure (Applied Materials AMAT, Lam Research LRCX, KLA KLAC)
- Memory (Micron MU, SanDisk SNDK, SK Hynix) via chip-design tech for memory circuits
- Chinese AI labs' global expansion (DeepSeek services shielded by the API exemption, but model export faces permits)
- Solar supply chain - polysilicon, silicon wafers and solar cells; relative read-through for non-Chinese solar (First Solar FSLR)
- AI capex names (Nvidia NVDA, AMD) via tech-fragmentation risk premium; biotech toolmakers on the 5 cell/gene-therapy items
